Meaningful Competency-centric HR Management: a Case Study

Pieter De Leenheer, Collibra (BE) & VUBSTARLab (BE)

Abstract

Dogma Mess is a novel approach and tool for community-grounded fact- oriented   ontology engineering that is inspired by agile design methods. In this talk,   we demonstrate and validate Dogma Mess in a realistic case study that was   carried out within the framework of the European Codrive project. The vision   of Codrive is to contribute to more effective and meaningful competency-  centric human resource management.

Key challenges are the uniform publication   of unambiguous competency information and ``time-to-competency'' agility. To   this end, Codrive's mission is to develop a conceptual, shared and formal   knowledge representation of competence domains by adopting state-of- the-art   ontology methodology and infrastructure. Community stakeholders include   educational institutes, public employment organisations, and industry partners   from different European countries. The resulting Vocational Competency   Ontology provides a candidate best practice for engineering a community-shared   and reusable ontology base that can be applied by all stakeholders to   semantically reconcile their competency models.
